He graduated from St. Petersburg High School in 1954 and attended St. Petersburg Vocational School with a focus in photography.
He enlisted in the National Guard and served from 1954-1960.  He was First Cook and in the same unit as C.W. Bill Young. He worked as a photographer at WSUN Channel 38 at the St. Petersburg Pier from 1955-1965 and then at WLCY/WTSP Channel 10 from 1965-1990.  After retiring as a photographer, he worked as a greeter at Sam's Club, and then a courier for Lab Quest and officially retired in 1999.
He was a Roman Catholic, married in 1959 at Sacred Heart Catholic Church in Pinellas Park, FL and has been a member of Blessed Sacrament Catholic Church, Seminole, FL since 1960.  Throughout the years, he had many roles at his parish including: usher, lector, Eucharistic minister, catechist, parish council member, Bingo chairman, parish photographer, building fund member, vice president of the school association and school carnival volunteer.  His favorite title was Papa to his four grandchildren.
In 1960, he was asked to help out as an usher a few weeks in a row and quickly became a permanent usher.  He faithfully served in this role for over 50 years.  He was one of the first four lay Eucharistic Ministers at Blessed Sacrament.  In his capacity of parish photographer, he also worked for the diocese including the annual Bishop's Pastoral Appeal videos for Bishops McLaughlin and Larkin and video coverage of the ordination of Bishop Larkin in Rome, Italy.
His photography jobs allowed him the opportunity to cover sports and he was a fixture in the press box at the Tampa Bay Buccaneers, Tampa Bay Rowdies, Tampa Bay Bandits, Florida Gator football, University of Tampa football, annual Florida Classic football game, and the Suncoast Suns hockey with his best friend, Larry DeLauder, by his side.  They often brought their sons along to help out and enjoy the games.  He enjoyed doing tours of the TV station and showing the "behind the scenes".  He was affectionately known as "Photo Frank" at Channel 10.  He worked with the best and was able to meet several TV and movie celebrities as he took promo shots of them when they came to perform at the Showboat Dinner Theatre in St. Pete.  In 1963, he was in Tampa and took photos of JFK just days before his assassination.  It was the first visit from a sitting president.  The next year, he was in Orlando taking photos of LBJ.
He was affectionately called "Dad Moglia" or "Uncle Frank" by the children of his friends.  What brought him joy was serving God, spending time with family and friends, reminiscing his many adventures, and visiting his hometown with his family and introducing them to his Italian family.
He is greatly missed, but free of his grief and pain and reunited with the love of his life.  A memorial service will be held at a future date at Blessed Sacrament Catholic Church in Seminole.  Details will follow as they become available.
